Managing the Regulatory Environment
Webinar Proposal

Please accept this proposal for constructing and implementing a webinar for the membership of the American Dental Association. This product will be based upon and utilize the elements of the module created and entitled “Managing the Regulatory Environment” as part of the ADA GPS module of the same name.
Dr. Howard Pactovis has been in the dental field for well over forty years. He is a graduate of Tufts University School of Dental Medicine and Boston University School of Graduate Dentistry. For the last twenty-three years Dr. Pactovis has been exclusively in the safety and risk prevention area relative to the dental field.

Howard is the founder of Dynamic Dental Safety, director of education for the Dental Learning Network and has presented educational courses in more than twenty states. He has been a featured speaker at the Yankee Dental Congress, New Hampshire Dental Society annual meeting, Greater New York Dental Meeting 2010 and other state and local dental meetings on the subject of dental office safety, OSHA, HIPAA, Opioid Safety and CDC Infection Control.

Dynamic Dental Safety is a compliance company dedicated to the provision of high quality education and evaluation services of dental offices throughout the United States. Adherence to OSHA, CDC Infection Control and State Board regulations are emphasized. Site-specific documentation to comply with and exceed recognized standards are provided to client offices.
Howard is a member of OSAP and has been listed on their bureau of speakers and consultants page. Dynamic Dental Safety was an endorsed provider of compliance services by the Massachusetts Dental Society and the New Hampshire Dental Society.

The material to be presented will be adapted directly from the finalized module and will include the following:
1. OSHA – overview and relevance to the facility with illustrations of violations and sanctions. The Hepatitis B vaccine requirement will be discussed during this section.
2. CDC Infection Control Guidelines – emphasis on implementation from the State perspective again with pertinent illustrations
3. The Privacy Rule – as part of HIPAA – forms, instruction and the relationship with informed consent. Procedural penalties again will be illustrated
4. Sterilization and Disinfection of Patient Care Items – required items and design principles will be discussed and illustrated. Compliance with both State and Federal guidelines again will be demonstrated
5. Medical Waste Disposal – specifics will be described and variations in some of the regulated material by State will be discussed
6. Hand Hygiene – a short primer on hand hygiene will be given with options and illustration of issues from experience
7. Dental Unit Waterlines – an overview of the issue will be addressed and methods of implementation will be discussed in addition to the recent national changes from the EPA.
The design of the one hour presentation will incorporate many of the elements of presentations delivered to offices and meetings. Powerpoint will be utilized with appropriate animations and transitions to engage the viewer in addition to focusing on the valid points of interest and concern. Slides will be clear and concise, designed to illustrate major issues so as not to confuse the attendee with inaccurate information.

References directly from the module will be utilized both to illustrate availability and necessity as well as to guide the participant to the GPS module as a value proposition. Some of the references to be included will be:

The 7 topics to be discussed in this seminar are those of major interest as determined by the committee, and additionally identified in my travels to an average of 10 or more offices per week. I have both presented and worked closely with medical/dental compliance individuals associated with a variety of facilities ranging from the solo office to the large multi-location groups. With this in mind, and relating not solely to the office but directly with the dentist by virtue of experience and training, has given me the perspective and ability to impact the thought process of the dentist. Thus, in the design of the webinar, the thrust will be both to inform as well as to encourage a “call to action” from the dentist to ultimately recognize the importance of investing in the compliance area of their operations. They will appreciate this value as it applies to their success and equally as important protecting their most valued asset – the license to practice dentistry. In turn, by adhering to all of the compliance directives and regulations, the protection of all individuals licensed in their facility will also be covered.

In the presentation, with the focus on dental unit waterlines, CDC infection control, and sterilization and disinfection of patient items, the practitioner will recognize the importance of the patient. Encouragement will be given to share the information in this presentation and the module and checklists with staff members. This will enhance the patient experience and assure that all staff members from the business office to the clinical team will be verbalizing and demonstrating a cohesive message of quality to all patients and visitors to the office.

I am embedding a generic presentation given to an office and customized to their needs. It is merely and example and the design for the webinar will be completely unique.

As a consultant, I have no associations with any other company or organization and receive no benefit from any other group. Therefore I have no conflict of interest in providing this webinar on behalf of the American Dental Association.
I have availability to perform this webinar during the time frame indicated. While I may have some commitments, these can be rescheduled to convenience the Association in this venture.

Three objectives that I have set as goals are:
1. demonstrate understanding of infection control in the dental office
2. describe and implement the privacy policies for the office and staff
3. detail the hand hygiene process and its importance

The presentation will cover “all things compliance” in the office. It is designed to be an instructive and entertaining overview of regulations. All viewing will have a better understanding of the importance of adhering to the guidelines to protect their license and practice.

I appreciate the opportunity to present this proposal for the benefit of the membership of the American Dental Association. Given my experience of presenting thousands of in-office and meeting lectures of an interactive nature and additionally being a licensed dentist and active member of the American Dental Association, I feel that I am uniquely qualified to perform this seminar for the benefit of the membership both from experience and from a relational standpoint.
